Why does a price built on an estimate almost always end up costing more than one built on measured figures?
Because uncertainty costs money, no matter who carries it. Either a safety margin gets built into the fixed price, or you end up paying the overrun afterwards. Measured quantities remove the reason for the margin in the first place.
Short answer: an estimate is built on a guess at the quantities, and a guess always carries a risk. Either the tradesperson adds a safety margin on top of the price so they can commit to it, or you carry the risk, and the bill climbs once the work turns out to be bigger than assumed. Either way costs something. Measured quantities remove the reason for both — and typically make the fixed price lower than the padded estimate.
Uncertainty is a line item in the price, even when it isn't written down
When a tradesperson has to commit to a price without knowing the quantities, there are two options: guess low and risk working for nothing for a few days — or guess at what's likely and add a bit for safety.
A bit gets added. That's not greed, it's sound business, because whoever quotes the price is on the hook for it. The margin doesn't appear on the quote as an "uncertainty surcharge" — it's baked into the unit price or the hours allowed. And that's why you can't negotiate it away. You can only remove the reason for it.
The asymmetry: estimates rarely land too high
Estimates systematically land low, and there are three reasons for it.
Rooms are judged smaller than they are. A room that looks like "an ordinary living room" often gets estimated at a net wall area that turns out to be several square metres short once it's actually measured. The error nearly always goes the same way, because the eye judges the floor area and forgets the ceiling height. In a room with a 15 m wall perimeter, an extra 10 cm of ceiling height is 15 × 0.10 = 1.5 m² of extra wall — and those 10 cm are not something you can see.
Details don't get counted. Alcoves, bay windows, a chimney breast, an extra corner. They don't change the room's overall footprint, but they add both square metres and — more importantly — mitre cuts, edges and time.
The estimate also has to win the job. An estimate isn't binding, and it's often used to get a foot in the door. The low estimate gets the call; the cautious one doesn't. That the final bill ends up closer to the cautious figure is only discovered at the end.
The maths, both ways
Take a living room that a tradesperson estimates at a net wall area of 30 m², but which measures out at 33.8 m². The unit price is the same in all three cases below — only the quantity changes, so the whole comparison can be read as a percentage:
- Estimate on the guess: the price is calculated on 30 m². The bill ends up calculated on 33.8 m² — 12.7 % more than you expected when you said yes.
- Fixed price on the guess, with a 15 % safety margin: you pay for 30 × 1.15 = 34.5 m². That's 2.1 % more than what actually gets painted — and you pay for the margin whether or not it's needed.
- Fixed price on the measured figure: 33.8 m². No margin, no top-up bill afterwards.
Notice that the measured quote is both cheaper than the padded one and fixed at the same time. That's the whole point: measuring up isn't a negotiating tactic, it's the removal of uncertainty, and both parties gain from it.
Scale that up to a whole project. A 12.7 % overrun on a mid-sized renovation is a meaningful sum you hadn't budgeted for — and exact figures vary a great deal by country, region and trade, so there's no single number worth quoting here. What matters is that the overrun shows up at a point when the work is already done and there's nothing left to do but pay it.
Extra work isn't priced under competition
When you got three quotes, the tradespeople were competing against each other. Once the work is under way, they aren't. If a ceiling suddenly needs painting that wasn't included, or skirting has to go in that no one had priced, you can't in practice get a competing quote on that one item — there's already a painter standing in the room.
That's why extra work almost always costs more per square metre than the same work would have cost if it had been in the original quote. Not because anyone is taking advantage of the situation, but because the competition is gone, and because an extra task in the middle of another one costs switching time.
That's the hidden price of starting work on an estimate: everything the estimate didn't catch gets bought at a worse price than the price that was actually quoted.
What measuring doesn't make cheaper
Be honest about what a takeoff can do. It removes quantity uncertainty. It does not remove condition uncertainty: damp in an exterior wall, a subfloor that can't take the load, three layers of wallpaper under the felt, a pipe hidden behind the plasterboard. That kind of thing still costs money, and it still has to be handled with a reservation and an agreed hourly rate for extra work.
And a takeoff can never determine whether a wall is load-bearing. A scan measures the wall's thickness and position — it cannot see what's resting on it. If a wall needs to be removed or broken through, that requires a building surveyor or an engineer, and such work usually also needs approval before it can start. If an estimate is built on an assumption about that question, it isn't an estimate with a margin — it's a project that can change character entirely.
How to move a price from estimate to quote
- Measure the quantities: net wall areas, floor and ceiling areas, ceiling heights measured in three places, every opening with its size and position, running metres of skirting.
- Send the same document to everyone you ask for a price.
- Explicitly ask for a fixed price on what's measurable — and for a separate hourly-rate line for whatever can only be seen once something is opened up.
- Ask the quote to show the quantities it's calculated on, so you can check it.
- Agree that extra work has to be approved in writing before it's carried out.
These five steps don't remove all the risk. They move it from "a margin you pay without seeing it" to "a line item you can both see and discuss".
How you get the quantities

Whatever the method, the rule stays the same: whoever doesn't know the quantities pays for not knowing them. The only question is whether that happens visibly, in the quote, or invisibly, on the final bill.
